It's hard to tell but I count 29, 31 if you count to two zeros in your year date, 2008. ;~)
I found 32 circles. The tricky ones are the letter O in the restaurant name.

Seattle has it today. Chuck, my favourites and next this is just the most creative. It's a striking image that needs more than one viewing to fully appreciate it. I do love a visual quiz too. Top notch all round.

Regardless of the number of circles (I only found 20), this is a fun photo to look at. I agree with an above comment that it would make a nice Christmas card.
