It's cold enough to tempt anyone into Murphy's Irish Pub for something warming during the light snowfall. But wait, that red hand is saying, "don't cross." :-).
The red hand, in exactly this gesture, is the emblem of Northern Ireland. I'd interpret the sign as an invitation to come across right now and order an Irish beer or a shot of Bushmill's.
